Reservation Road Desalination Plant Rehabilitation

Wallace Group is supporting the District in a multifaceted effort to restore and modernize the seawater extraction and treatment plant in Marina. Once online, the plant will produce an additional 300-acre feet of water annually for the Monterey Peninsula, enough to support approximately 1,000 homes and providing a model for use in drought prone regions. Initiated in the third quarter of 2025, the project addresses environmental constraints, an accelerated schedule, complex treatment technologies, and significant public interest. The scope includes the rehabilitation of an existing seawater intake well beneath the beach surface, construction of a new transmission main with supporting electrical and communications infrastructure, installation of new treatment system equipment, and rehabilitation of a brine discharge well located at the top of the surrounding dunes. Design work was intentionally phased to restore the intake well first and collect water quality data, allowing the treatment system design to be finalized efficiently. Delivered using a CMGC delivery model with integrated design, construction support, and construction management services, the project transforms a three-decade old, severely corroded facility into a resilient asset that strengthens the region’s long term water supply.
